If it's a win7 system, change "Region and Language"-- "Language for non-Unicode programs"--"Change System Locale" to Chinese simplified(PRC).
and if it is win7 ultimate, you can download and install the language package in "windows update"

after changing the system locale, you can try uninstall and reinstall the software.
